Mission
"To provide strategic leadership/direction for S&T based policies, products and services that will contribute to the sustainable management of aquatic and marine resources for improved quality of life."
"The reorganization of the National Science and Technology Authority (NSTA) into the Department of Science and Technology (DOST) by virtue of Executive Order No. 128 marked the beginning of the Philippine Council for Aquatic and Marine Research and Development. In January 1988, PCAMRD became operational as one of the sectoral planning councils of the DOST. Its primary task is to provide central direction for the country's aquatic and marine resources R&D.

Mandates:
- Formulates strategies, policies, plans and programs and projects for aquatic and marine resources research and development;
- Programs and allocates government and external funds for research and development;
- Monitors aquatic and marine resources research and development programs and projects; and
- Generate external funds.
Functions
- - Coordinate the National Aquatic Resources Research and Development System (NARRDS);
- - Plans, monitors and evaluates R&D projects and programs of the NARRDS;
- - Capacity-building of the NARRDS through human resources and infrastructure development;
- - Aquatic resources technology packaging and information dissemination.
